A note on Quadro I: in the third band cell for the 13 to 24 instalments column, the Diário da República prints 2, in both the 2023 and the 2024 republications. The original 2010 text prints 20 and it is the only value consistent with the other rows, so 20 is what we use.
This is what you would receive if the application is approved. The score also ranks candidates, and the IHRU approves up to the limit of the annual budget, so the same points can be enough in one year and not in another.
The sum, as the regulation writes it
Art. 2.º(2) of Portaria n.º 277-A/2010, as amended by Portaria n.º 238/2024/1, states that the monthly subsidy is calculated by applying the percentages in Quadro I to «o menor valor entre o valor da renda máxima de referência e o valor da renda paga pelos beneficiários», the lower of the reference rent and the rent paid, according to the score awarded under Quadro V. There are three steps: work out the score, convert the score into a band, then apply that band’s percentage to the base, which is the lower of the rent you pay and the reference rent for your municipality and typology. Paragraph 4 adds that the subsidy is paid 12 times a year, by the 8th of each month.
The reference rent is a ceiling on the amount, not a bar to applying
The renda máxima de referência is the general rent-price limit per typology set in art. 10.º(1)(a) of Decreto-Lei n.º 68/2019, and the IHRU publishes it every year municipality by municipality. This calculator carries the whole 2026 table, all 308 municipalities and typologies T0 to T5. Two consequences are often confused. First, a rent above the reference does not bar the application, because Decreto-Lei n.º 42/2024 revoked art. 7.º(2)(a) and (b), which was the provision that excluded those cases. Second, the part of the rent above the reference is not subsidised at all, so the support stops growing there. The calculator always shows how much of your rent falls outside the sum.
The Quadro V score, criterion by criterion
Criterion A measures the household: A = 1 + 0.7 × (candidates minus one) + 0.25 × dependants + 0.25 × members with a disability of 60 % or more + 0.25 × dependants in a single-parent situation. If A reaches 3 it is worth 90 points; below that it is worth A × 30. Criterion B compares your real effort rate with the maximum effort rate and is worth (real divided by maximum) × 90, capped at 90 points. Criterion C looks at monthly income measured in multiples of the reference rent: 30 points below 2.5, 20 points between 2.5 and 3.5, and 10 points between 3.5 and 4. Criterion D measures the rent against that same reference: 30 points up to 50 %, and above that [1 minus the ratio] × 30 × 2, which reaches zero when the rent equals the reference. Criterion E has been revoked.
One Quadro I percentage is misprinted, and we say which
In the 3rd band cell for the column «> 12 e ≤ 24 prestações», the Diário da República prints 2, in both Portaria n.º 346-A/2023 and Portaria n.º 238/2024/1. This is not a file-reading problem: we checked the rendered page image of both publications. The original 2010 text prints 20 in that same cell, and 20 is the only value consistent with the rest of the table, because in every other row the three columns fall throughout (50, 35 and 25 in one; 40, 30 and 20 in another) and a 2 would sit below the 10 of the next column. This calculator uses 20 and says so. Publishing the literal 2 would understate a housing benefit tenfold; using 20 without explaining it would hide a divergence from the official text.
The maximum effort rate is the one figure we could not read in the diploma
The footnote to Quadro V refers the maximum effort rate to art. 7.º(1)(e) of Decreto-Lei n.º 308/2007. That decree’s consolidated text is from 2007, which pre-dates the Diário da República PDF scheme, and it does not open by any route we tested. The IHRU publishes the maximum effort rate as 60 %, and that figure is coherent with what can be read: because eligibility requires a real effort rate at or below the maximum, criterion B can never exceed the 90 points Quadro V caps it at. So 60 % is an editable default here, not a hidden constant. If you know the maximum in your case is different, change the field.
What this sum does not do
It does not decide whether your application is approved. The Quadro V score also ranks candidates, and the IHRU approves applications up to the annual budget, so meeting the requirements does not guarantee support: it depends on that year’s budget and on everyone else who applied. That is why the calculator shows all three bands side by side and not only yours. It also does not check the access conditions, which are ages between 18 and 35 (in a couple, one member may be up to 37), no other public housing support, no member owning or renting another home, no member related to the landlord, and a regularised tax and social-security position. And it does not work out the monthly income itself, which art. 5.º of Decreto-Lei n.º 308/2007 sets out over thirteen paragraphs, with the choice in paragraph 10 between last year’s gross annual income and the last three months including the twelfths of the holiday and Christmas subsidies.
The uplifts in circulation are not in this regulation
You will find, including in editorial simulators, uplifts of 20 % for a historic or urban-rehabilitation area, 15 % for disability and 10 % or 5 % for single parenthood, applied to the amount of the support. They are not in the republished text of Portaria n.º 277-A/2010: we searched the whole diploma for the word and it does not appear. What those areas do is something else, and it is in art. 5.º: in urban areas classified as historic or old, in urban-rehabilitation areas and in critical areas of urban recovery and reconversion, homes of a larger typology than Quadro III allows are admitted, provided their floor area stays within the limits set by Portaria n.º 500/97. In other words, they widen the typology you may rent; they do not raise the subsidy.
Porta 65 Jovem and Porta 65 +: two programmes, two formulas
Two calculation models circulate, and the reason is simple: they belong to different programmes. Art. 2.º(2) sets the Porta 65 Jovem formula, which is the one in this calculator. Paragraph 3 of the same article sends the Porta 65 + to art. 16.º-E(3) of Decreto-Lei n.º 308/2007, a distinct rule of the difference-between-rent-and-a-share-of-income kind. Art. 6.º(5) forbids applying to both at once or accumulating the two supports.
Worked example
A young woman living alone rents a one-bedroom flat in Lisbon for 800 € a month and her household monthly income is 1,400 €. The reference rent for a T1 in Lisbon in 2026 is 1,006 €, so the base for the sum is the rent she pays, 800 €. The score: 30 points on criterion A (she is alone, so A = 1), 85.71 on criterion B (her real effort rate is 57.14 % against a 60 % maximum), 30 on criterion C (1,400 € is 1.39 times the reference, below 2.5) and 12.29 on criterion D (the rent is 79.52 % of the reference). That totals 158 points, above 120, so the top band. On a first application that is 50 %: she receives 400 € a month and 4,800 € over the year, leaving 400 € of rent to her own account. On a second application the percentage falls to 35 % and the amount to 280 € a month; from the third to the fifth it falls to 25 % and 200 €. Had the same flat cost 1,200 €, the base would be held at the 1,006 € reference, the support would be 503 € and 194 € of the rent would fall entirely outside it.
