The 2026 reference rent is the one the IHRU publishes for your municipality and typology. The maximum effort rate defaults to 60 %, the figure the IHRU publishes.

A note on Quadro I: in the third band cell for the 13 to 24 instalments column, the Diário da República prints 2, in both the 2023 and the 2024 republications. The original 2010 text prints 20 and it is the only value consistent with the other rows, so 20 is what we use.
This is what you would receive if the application is approved. The score also ranks candidates, and the IHRU approves up to the limit of the annual budget, so the same points can be enough in one year and not in another.
